Globally, over 3 billion people remain underinsured or completely outside formal insurance systems, particularly in emerging markets and developing economies (EMDEs). Inclusive insurance, which aims to make insurance accessible to low-income and vulnerable populations, plays a critical role in improving financial resilience, economic stability, and sustainable development.
Despite advancements, major barriers persist: lack of tailored products, affordability issues, limited distribution channels, regulatory gaps, and low awareness and trust, all of which leading to reluctance at the side of inclusive insurance actors and low uptake by this consumer segment.
This Consultative Forum will explore how public and private stakeholders can shift from identifying constraints to activating solutions, focusing on policy and regulatory levers that unlock scale, innovation, and sustainability in inclusive insurance. The objective is to jointly assess real-world incentives that foster a more enabling environment, encouraging insurer participation, safeguarding consumers, and supporting long-term market growth.

Over 500 million smallholder farmers are highly exposed to climate risks, yet the majority lack access to financial protection. Institutionalizing agricultural insurance — that is, formally integrating it into government policies, regulations, programmes and financing frameworks — is critical to scaling inclusive solutions that build farmers’ resilience, protect rural livelihoods and safeguard food systems.
This interactive training session will explore how governments can embed agricultural insurance within their broader development agendas to ensure scale and sustainability. Drawing on UNDP’s Financial Resilience in Agriculture (FRA) approach and aggregated data from 20 countries that have implemented agricultural insurance at scale, it will explore how governments can align four key pillars — policy, regulation, programmes and financing—into a coordinated, long-term strategy for inclusive agricultural insurance.
This hands-on session blends technical guidance with real-world insights from countries that have successfully institutionalized agricultural insurance through policy reform, regulatory innovation & public-private partnerships. The training will feature a panel-style segment with speakers from three countries.

- Learn about the four pillars of the Integrated Agriculture Insurance Agenda & why integration matters.
- Explore practical steps governments can take to initiate or deepen institutionalization processes.
- Hear directly from India & Colombia about political buy-in, cross-sector collaboration & lessons learned.

This session marks the official launch of the 2025 Landscape LATAC Report, which provides a detailed analysis of inclusive insurance trends in Latin America and the Caribbean. Using the latest regional data, the report will highlight key findings relating to product types, outreach and coverage, regulatory developments and innovations in design and distribution. It provides a clear overview of the evolution of inclusive insurance in LATAC and its implications for financial inclusion and resilience.
The session will also introduce the new Landscape of Microinsurance website, which features an interactive Data Hub and Resources Hub designed to make Landscape data more accessible and actionable. The Data Hub enables users to explore historical trends, perform comparative analyses and derive insights by country, region or theme.
A high-level panel of stakeholders will discuss how this new approach to data and analysis can inform decision-making processes, strategy development, and investment catalysation. The session will conclude with a call to action, inviting participants to contribute to the future of the Landscape through data sharing, platform utilisation, and collaboration.

The insurance industry is a cornerstone of the global financial system. Its unique risk management and financial risk transfer capabilities are crucial in helping households, businesses and governments to navigate risks more effectively, build resilience and transition to more sustainable practices. However, insurance receives very little explicit attention in development agendas and frameworks. This lack of recognition contrasts sharply with the considerable focus given to other meaningful components of the global financial system, such as banking and investing.
In April 2025, the UN Sustainable Development Solutions Network published a Position Paper that investigated why the industry’s strengths received limited attention in UN multilateral development agreements, explored how to incorporate discussions around risk, resilience, and insurance into mainstream discourse, and presented ways in which the public and private sectors could increase their use of insurance solutions in development efforts. Forty-two in-depth research interviews were conducted with senior administrators and executives in global roles in both the public and private sectors for this study. The synthesised findings are presented as 11 design principles and 18 actionable recommendations.

The InsuResilience Solution Fund (ISF) plays a pivotal role in developing inclusive insurance, bridging the gap between the public and private sectors, addressing systemic market failures and enabling innovation through catalytic funding. Its priorities, such as financial inclusion, climate resilience and sustainable development, are aligned with the objectives of the Café Seguro programme, a climate parametric insurance scheme that benefits smallholder coffee producers in Colombia and Peru. In this interactive discussion, the panellists will explore why the ISF decided to fund the Café Seguro scheme from 2022 onwards, how the ISF's funding for Café Seguro has evolved over the years, and which key performance indicators and reporting methods have facilitated clear communication and coordination among stakeholders. In the face of rising climate risks, 80 per cent of smallholder farmers still lack access to reliable financial protection, leaving their livelihoods, food systems and rural economies vulnerable.
This session will bring together public and private sector leaders from Colombia, Ecuador, India and Uganda to explore institutional models and partnerships that are making inclusive agricultural and climate insurance markets a reality. Focusing on how countries are designing and scaling sustainable, affordable, digitally enabled insurance solutions for smallholder farmers and rural households, the panel is anchored by the UNDP-led Financial Resilience in Agriculture (FRA) initiative and the Global Actuarial Initiative (GAIN). The initiatives in Colombia, Ecuador, India and Uganda are insuring over 45 million smallholder farmers through innovative risk-sharing mechanisms delivered via a network of over 200 aggregation partners and agricultural value chain partners.

Risk is a crucial dimension of people’s lives in low- and middle-income countries (LMICs), and insurance plays a significant role in how households manage their risk environment. However, insurance has often been overlooked, from research on specific insurance products to data collection on households’ financial vulnerability. Consequently, the insurance community lacks a unified framework to explain why insurance transforms lives in some contexts but not in others, the impacts of having (or not having) insurance on people’s lives, and what can be done to make it more appealing to the households that need it most. How can researchers, institutions, and practitioners collaborate to make insurance more affordable, accessible, and impactful on people’s lives?
The session will be a 90-minute panel discussion involving academic experts, insurers, and development institutions. It will focus on lessons from two new research-related initiatives: the CGAP Pathfinder tool and the AXA and Abdul Latif Jameel Poverty Action Lab at MIT(J-PAL) inclusive insurance initiative. After introducing the methodologies and preliminary conclusions of these complementary tools, we will delve into research and research avenues. Key questions to be addressed include: The global insurance gap: What does experimental evidence tell us about the dominant constraints explaining households' lack of demand for insurance?
What does it tell us about how access to insurance improves people’s financial health, resilience, and well-being?
Systematic gaps in insurance research:
Which insurance products, types of risks, and constraints are underrepresented in research relative to households’ and insurers’ portfolios?

This session will explore how governments, regulators and development organisations are establishing the legal and operational framework for inclusive insurance markets, particularly for smallholder farmers. In Latin America, where agricultural insurance penetration stands at just 0.6%, five TPAs have been launched. The session will present pilots in Ecuador and Colombia that have reached over 10,000 farmers, highlighting regional challenges and the need for legal reform.
Panelists will reflect on key questions: What governance models enable inclusive insurance to scale? How can national policies balance innovation, supervision, and affordability? How can countries ensure that premium support and data infrastructure serve both climate resilience and financial inclusion?

Uninsured risk can lead to financial setbacks and reduce resilience, thereby increasing the likelihood of persistent poverty. Insurance offers the potential to break part of this perpetuating cycle. However, although there has been growing interest in this area over the last 20 years, there is still a lack of insurance products that would effectively deliver value to clients and help build the resilience of underserved and unserved groups. On a more positive note, this also means that there are opportunities for insurers to contribute further to social and economic development and benefit from offering viable and responsible insurance solutions. In order to realise these opportunities, it is important to learn from past successes and failures in inclusive insurance.
From 2025 onwards, the ILO’s Impact Insurance Facility and Microinsurance Network will be packaging up their prior and ongoing research into a series called 'Learning from the Leaders'. Consisting of six core papers and related webinars, the series aims to generate and share practical knowledge to help overcome the key barriers identified in inclusive insurance. The series highlights success stories and actionable insights from industry leaders to help insurers enhance the value and viability of their products for underserved markets. Topics covered include improving profitability and distribution models, building technical capacity, making use of regulations, and better understanding and serving emerging consumers.
This session will build on the ongoing research by first presenting a synthesis of the main insights from the 'Learning from the Leaders' series. The speakers, who participated in the research, will share their successes and failures relating to the topics. Other examples from the research with leading insurers will also be shared, along with a brief overview of a review of the academic literature on the impact of inclusive insurance.

Although inclusive insurance has made significant strides in Latin America, access gaps persist, particularly among remote, low-income, and informal groups. This session brings together innovators who are demonstrating how technology can bridge these gaps when developed intentionally with people in mind from the outset.
We will share practical lessons from the field, including how trust has been built through simple digital tools such as WhatsApp and mobile wallets, how challenges in claims processes have been tackled without sacrificing empathy, and the critical role of organisational culture in driving real innovation.
The session will follow six key discussion themes, including:

This session will explore how inclusive insurance markets can be developed and expanded in practice, drawing on specific examples from Global Shield countries. The results of gap analyses and market investigations in each context will be a key focus, including assessments by the MiN. These analyses are essential to identifying opportunities for market development. These diagnostics inform the design of tailored guidance, targeted support for innovation and actionable strategies for advancing inclusive insurance.
Although inclusive insurance strategies are now a regular feature of development and donor-supported programmes, turning these strategies into real-world impact remains challenging. This panel will showcase how regulatory engagement, private sector involvement and innovative approaches — such as linking insurance to remittances — can support progress. It will also highlight lessons that can be applied across countries to support coordination and long-term sustainability.
By sharing the experiences of Costa Rica, Peru and The Gambia, the session will facilitate peer exchange between countries, generate actionable implementation guidance, identify enablers and barriers, and provide inspiration for others working to close the protection gap in the face of climate risk.

In this session, we will explore the strategies and actions that policymakers have employed to facilitate the transition of inclusive insurance from a niche product to a mainstream financial service. We will present examples of policy commitments and their implementation, including processes, strategies and actions such as a tailored regulatory framework, robust data systems, intergovernmental coordination and effective subsidies.
We will also examine the negative impact on the development of inclusive insurance versus other financial services when insurance is not included in policy agendas.
With 2030 fast approaching and growing interest in the role of insurance in resilience and financial health, we will also explore new opportunities to further elevate inclusive insurance in policy and supervisory agendas.
Lastly, global policymakers – the stakeholders involved in shaping policies, rules and frameworks with international implications – could do more to support the global community as a whole. Performance, impact and outreach data on inclusive insurance needs to be made available and transparent in order to support the case for inclusive insurance's value to key development agendas, especially at a time of rising climate risk.
